Thomas F. Bertrand is a founding senior partner of the firm. Mr. Bertrand is an experienced and skilled litigator who has practiced within the Bay Area for over forty-two years. He represents numerous law enforcement agencies, and is the co-author of the widely-used “Administrative Investigation Handbook.” He specializes in governmental tort defense and civil rights cases, as well as appellate matters, personnel/labor issues and administrative law.
Mr. Bertrand graduated Phi Beta Kappa from the University of California at Berkeley in 1970, and received his Juris Doctor degree from Boalt Hall School of Law in 1973. He is a trained Early Neutral Evaluator for the U.S. District Court for the Northern District of California, and is an experienced mediator and administrative hearing officer.
Mr. Bertrand is admitted before the U.S. Supreme Court, Ninth Circuit, Northern, Eastern and Central Districts of California, and all California state courts. He is AV-rated (highest rating) by Martindale-Hubbell Law Directory.
